Up In the Tree-Is That a Honeybee I see?

As I was walking along the river late last summer, I looked up and saw this nest of honeybees?

I'm wondering, why are they all on the outside of the nest? What is the yellow stuff-wax ?-If anyone knows about such things, I would like a bit of info.-thanks

I always thought of swarm as being in the air.-I guess they get together on the outside to make travel plans first.

I heard on the radio this week that there is a mysterious honey bee affliction going around. They seem to be abandoning seemingly good hives. Cause is unknown..possibly pesticides.
